Cook the potatoes in salted water until tender (approximately 15-20 minutes). Drain well.
Mash the potatoes while they are still hot with a potato masher or fork until they form a smooth puree.

Add the butter, milk, grated Parmesan cheese, egg, salt and black pepper. Mix well.
Gradually add the wheat flour, stirring until you obtain a smooth dough that does not stick to your hands. Set aside.

2. Preparing the ground beef filling

In a saucepan, heat the olive oil or oil and sauté the onion until translucent. Add the garlic and sauté for 1 more minute.
Add the ground beef and cook over medium heat, stirring until golden brown and no longer pink.

Add the chopped tomatoes, salt, black pepper and paprika (if using). Cook for another 5 minutes, until the tomatoes break down.
